Tobias Michael Carel Asser (28 avril 1838 à Amsterdam–29 juillet 1913 (à 75 ans) à La Haye) fut un juriste néerlandais.
En considération de ses connaissances en Droit, il fut délégué à plusieurs conférences internationales, particulièrement celles relatives à la codification du droit international publique. Il a été partisan d'arbitrage comme solution des conflits internationaux. Ses idées ont servi de base aux dispositions sur l'arbitrage qui ont été développées aux Conférences de La Haye.
Il partagea en 1911 le Prix Nobel de la paix avec Alfred Hermann Fried, en raison de ses travaux sur l'arbitrage international.
