CoCom (Coordinating Committee on Multilateral Export Controls, auparavant : Coordinating Committee for East West Trade Policy) a été fondée durant la guerre froide sous l'influence des États-Unis le 22 novembre 1949 en pleine guerre froide et démarrée en janvier 1950 avec son siège à Paris.

Elle était initialement destinée à chercher à empêcher que les pays sous influence de l'Union soviétique (Comecon) et de la République Populaire de Chine ne puissent importer des marchandises, des matériels et des technologies de nature militaire et d'intérêt stratégique [1], tels ordinateurs, logiciels et équipements sophistiqués pour centraux téléphoniques.

CoCom avait 17 États membres — en fait les pays de l'OTAN (exception faite de l'Islande) plus le Japon et l'Australie — : Allemagne de l'Ouest, Australie, Belgique, Canada, Danemark, Espagne, États-Unis, France, Grèce, Italie, Japon, Luxembourg, Norvège, Pays-Bas, Portugal, Royaume-Uni et Turquie.

Dans les faits, le contrôle sera extrêmement fluctuant selon les pays et les périodes. En autre, la France fournira même des hélicoptères militaires à la Roumanie alors membre du Pacte de Varsovie tandis qu'avec la rupture sino-soviétique et le rapprochement de Pékin et de Washington dans les années 1970, les États-Unis fourniront des radars, missiles antichar et autres matériels à la Chine.

Elle sera dissoute le 31 mars 1994, et remplacée ensuite par l'Arrangement de Wassenaar.
