Le War Refugee Board, créé par le président Franklin D. Roosevelt en janvier 1944, était une agence exécutive américaine destinée à aider les victimes civiles des nazis et de leurs alliés de l'Axe.
Origine
L'agence doit en grande partie sa naissance à l'insistance de Henry Morgenthau Jr., secrétaire au Trésor de Roosevelt. Le président souligna qu'il était urgent que des mesures fussent prises immédiatement pour empêcher le plan des nazis d'exterminer la totalité des Juifs et d'autres minorités persécutées en Europe. Bien qu'on ait reconnu par la suite qu'elle avait pu sauver plus de 200 000 Juifs dans les pays occupés par les nazis, grâce aux efforts de Raoul Wallenberg et d'autres, la commission n'a reçu cependant que des éloges mitigés du fait que les États-Unis n'ont pas voulu agir plus tôt, alors qu'ils avaient pourtant des preuves indiscutables des atrocités qui étaient en cours dans l'Europe occupée par les nazis.
Composition
John W. Pehle, assistant du secrétaire au Trésor, fut nommé directeur exécutif du conseil d'administration et placé sous l'autorité directe du président. Ses membres comprenaient le secrétaire d'État, le secrétaire au Trésor, le secrétaire à la guerre, et une équipe d'environ 30 personnes. Par la suite, le général de brigade William O'Dwyer succéda à Pehle et resta en fonction en tant que directeur exécutif jusqu'à la dissolution du Board à la fin de la guerre.
Le War Refugee Board était représenté en Turquie, en Suisse, en Suède, au Portugal, en Grande-Bretagne, en Italie et en Afrique du Nord. Ce fut son représentant en Suède, Iver Olsen, qui choisit Raoul Wallenberg pour porter secours aux Juifs de Budapest.
