La Navarre désigne un territoire situé sur les deux versants de l'extrémité occidentale de la chaîne pyrénéenne, autour d'un axe Saint-Palais - Pampelune - Tudela, qui constitue son cœur historique, correspondant au royaume médiéval de Navarre. Ce territoire a évolué au cours des siècles, son extension et son unité ayant été modifiées par des événements militaires, diplomatiques ou dynastiques internes et externes.

La Navarre renvoie donc à trois réalités historiques et juridiques indissociables mais distinctes :
