Le Conseil privé (Privy Council), officiellement nommé le Très Honorable Conseil privé de Sa Majesté (His ou Her Majesty’s Most Honourable Privy Council), est un corps des conseillers des souverains du Royaume-Uni.

Né au cours du XVe siècle, le Conseil était un établissement puissant, un peu l'équivalent d'un conseil des ministres[1]. Au temps d'Édouard VI (1547-1553) par exemple, il fut le véritable détenteur du pouvoir. Le Conseil privé était alors dirigé par un Lord Protecteur, puis par un Lord President[2].

Aujourd'hui, son rôle est en grande partie cérémoniel. La majeure partie de son pouvoir est tenu par un de ses comités, le Cabinet. Le Conseil exécute également des fonctions juridiques, qui sont pour la plupart déléguées au Comité judiciaire. Le souverain, en agissant sur le conseil du Conseil, est connu en tant que King-in-Council ou Queen-in-Council.

Les membres du Conseil sont collectivement connus en tant que seigneurs du Conseil privé de sa Majesté. Le haut fonctionnaire du corps est le Lord President of the Council, qui est le sixième officier le plus gradé de l'État, un membre du Cabinet, et normalement, le chef de la Chambre des Lords ou de la Chambre des communes. Il est aidé par le Bureau du Conseil Privé.

Un autre fonctionnaire important est le greffier, dont la signature est apposée sur toutes les décisions prises au Conseil. Les mentions Privy Counsellor et Privy Councillor peuvent être utilisés pour se rapporter à un membre du Conseil. Le premier, cependant, est préféré par le Conseil.

Le Conseil Privé comprend en son sein un Comité judiciaire (Judicial Committee), qui est la plus haute juridiction de certains pays du Commonwealth, dont notamment Maurice[3] et la Jamaïque.
