Policy Network est un think tank international fondé en décembre 2000 avec le soutien de quatre chefs de gouvernement sociaux-démocrates européens, le Britannique Tony Blair, l'Allemand Gerhard Schröder, le Suédois Göran Persson et l'Italien Giuliano Amato dans la lignée de l'organisation des sommets des progressistes (« Progressive Governance ») de New York, Florence et Berlin.

Description

Policy Network est présidé (aujourd'hui de manière honorifique) par le commissaire européen Peter Mandelson. Son premier directeur était le Français Frédéric Michel, auquel succède en 2003 Matthew Browne, puis en 2006 Patrick Diamond, ancien conseiller de Tony Blair au 10 Downing Street.

Son objectif est de constituer une plateforme de débats et de réflexions communes pour moderniser le centre-gauche progressiste. Ses activités sont principalement centrées sur la social-démocratie européenne, mais en intégrant d'autres forces de centre-gauche en Amérique du Nord (notamment le Parti démocrate américain), en Amérique latine (notamment au Chili) et dans le reste du monde. Policy Network est considéré comme très proche du premier ministre britannique Tony Blair, des idées de la Troisième Voie théorisée par le sociologue Anthony Giddens et des Nouveaux démocrates proches de Bill Clinton.

Ses principaux partenaires sont la Fondazione Italianieuropei de Massimo D'Alema, la Wiardi Beckman Stichting (liée au parti travailliste néerlandais), le Global Progressive Forum (lancé par le président du Parti socialiste européen Poul Nyrup Rasmussen), la Fundacion Alternativas (liée aux socialistes espagnols), À gauche en Europe (le club de Dominique Strauss-Kahn), la Fondation Friedrich Ebert (liée à la SPD allemande), le European Policy Centre, le Progressive Policy Institute (think tank des New Democrats américains), et le Center for American Progress (proche du Parti démocrate américain).

Policy Network est le secrétariat permanent du Sommet des progressistes (Progressive Governance), rassemblant à échéances régulières l'ensemble des chefs d'État et de gouvernement de centre-gauche, et des « conférences sur la gouvernance progressiste » qui l'accompagnent.
