Outer Heaven (littéralement « paradis extérieur ») est le rêve de Big Boss, qu'il décrit comme « le monde où les soldats auraient toujours leur place ».
Dans le jeu Metal Gear, Outer Heaven est une forteresse souterraine comportant plus de 100 niveaux qui fut conçue par Big Boss en 1995, en vue d'offrir un foyer aux mercenaires provenant du monde entier. Elle abrite le Metal Gear TX-55, une arme capable de lancer des ogives nucléaires à partir de n'importe quel endroit du globe, qui est finalement détruit par Solid Snake. Liquid Snake tente de recréer le monde idéaliste de Big Boss en février 2005 lors de l'incident de Shadow Moses, mais il est arrêté par Solid Snake.
Dans le quatrième opus de la série Guns of the Patriots, Liquid, désormais surnommé Liquid Ocelot est determiné a réaliser pour de bon le rêve de Big Boss.
Cependant, le jeu Metal Gear Solid: Peace Walker révèle qu'à l'origine, Outer Heaven étant une plate-forme abandonnée située dans les Caraïbes et offerte aux Militaires Sans Frontières par Galvez. Les MSF ont d'ailleurs considérablement développé cette ancienne plate-forme. La différence de localisation et d'aspect tend à faire penser que Outer Heaven s'est déplacé entre les deux jeux.
On peut trouver une reference à Outer Heaven dans le jeu Snatcher, ou le nom devient celui d'un club privé se trouvant en plein coeur de l'intrigue d'une des trois parties du jeu.
