Sir Clarence Henry Augustus Seignoret, GCB, COL, KTM, OSJ, OBE (25 février 1919, Roseau - 5 mai 2002)[1] est le troisième président de la Dominique.
Seignoret a fait ses études à la Dominica Grammar School et au collège de Sainte-Lucie avant de servir en tant que fonctionnaire à la Dominique en 1936. De 1958 à 1960, il a enseigné à l'Université d'Oxford. Dans sa carrière dans la fonction publique, il a également été premier secrétaire du Cabinet et substitut du Président.
En 1983, le parlement l'élit président de la Dominique et a prêté serment en octobre 1983, réélu en 1988 et a démissionné après deux mandats de cinq ans en 1993.
En 1966, la reine Elizabeth II lui a décerné l'ordre de l'Empire britannique et en est devenu chevalier en 1985. Il a également été Chevalier de de l'ordre de Malte en 1992.
