L' OTR-21 Tochka plus connu au niveau mondial sous le code OTAN SS-21 ou SS-21 Scarab est un missile balistique tactique soviétique à courte portée d'une masse de 2 tonnes..

Transporté sur un véhicule 9P129, il est ensuite positionné à la verticale pour son lancement.

Il a été conçu pour remplacer les roquettes FROG (Free Rocket over Ground).

Il a été déployé pour la première fois au sein de l'Armée rouge en Allemagne de l'Est en 1981, remplaçant ainsi les FROG-7. Il est, en 2008, toujours en service dans les forces armées de la fédération de Russie.

D'une portée de 70 (SS-21 Scarab A) à 120 kilomètres (SS-21 Scarab B), il peut être doté d'un armement conventionnel, chimique, biologique, nucléaire (100 kT) et éventuellement de guerre électronique.
