Primo Nebiolo (né le 14 juillet 1923 à Turin et mort le 7 novembre 1999 à Rome) est un ancien dirigeant italien d'athlétisme qui a terminé sa carrière en devenant président de l'International Association of Athletics Federations (IAAF), organisme dirigeant l'athlétisme mondial.

Primo Nebiolo exerce de nombreux métiers, comme entrepreneur, journaliste, et devient très tôt président d'un club d'athlétisme, le CUS Turin. Il occupe entre autres le poste de président de la Fédération italienne d'athlétisme (FIDAL). Entre temps, il entre au comité de l'IAAF dont il devient président en 1981. Il conserve son poste jusqu'à sa mort survenue en 1999 à la suite d'une crise cardiaque.
Il était connu pour sa ténacité et sa capacité d'obtenir le maximum de ses interlocuteurs, qu'ils soient athlètes, managers, organisateurs ou sponsors. Il est le principal acteur du passage de l'athlétisme vers le sport-business et du professionnalisme. Sous sa direction, l'athlétisme devient un sport médiatique majeur.[réf. nécessaire]
