Edward Mandell House (26 juillet 1858- 26 mars 1938) était un diplomate, politicien et conseiller présidentiel du président Woodrow Wilson. Il est connu sous le titre honorifique de Colonel House, bien qu'il n'ait aucune expérience militaire. Il eut énormément d'influence sur le président jusqu'à sa mise à l'écart en 1919.

Il est né à Houston Texas puis a fait des études à Université Cornell qu'il a dû interrompre suite à la mort de son père. En 1912, il a écrit une utopie dans laquelle il évoque sa vision de l'avenir. Il s'agit de "Philip Dru : administrator". En mai 1919, il a participé à une réunion à Paris qui a posé les bases de ce qui allait devenir le Council on Foreign Relations (CFR).
