Carmel-by-the-Sea est une municipalité américaine de Californie, située à environ 150 km au sud de San Francisco. Carmel accueillit de nombreux écrivains tels que Jack London, Ambrose Bierce, George Sterling, Mary Hunter Austin ou encore Robert A. Heinlein mais également le photographe Edward Weston. Elle est connue pour le Forest Theater. Très touristique, elle a eu plusieurs maires poètes ou acteurs, tel l'acteur-réalisateur Clint Eastwood de 1986 à 1988. Au cœur de la péninsule de Monterey, Carmel compte beaucoup de galeries d'art et de nombreux hébergements. De la plage de Carmel, on peut voir le célèbre golf de Pebble Beach.

Le climat dans la région de la ville est tempéré, avec beaucoup de brouillard en été, et des températures maximales d'environ 28-30 °C l'été et de 2-6 °C l'hiver.

D'après le recensement de 2000 la population de la ville s'élevait à 4 081 personnes.
