La Charity Organization Society de Grande-Bretagne fut fondée par Helen Bosanquet et Octavia Hill à Londres en 1869.

Son idéologie reposait sur la prise de responsabilités personnelles de la part des pauvres et demandait une action limitée des pouvoirs publics. Il s'agissait d'abord de faire le tri entre les pauvres « méritants » et les pauvres « non-méritants ». Il ne fallait aider que ceux qui étaient capables de s'en sortir et surtout éviter de permettre à certains de se complaire dans l'assistanat sans plus jamais travailler.

En 1946, l'association a été renommée Family Welfare Association puis plus tard Family Action.
