Le KEDO, acronyme anglais désignant l'Organisation de développement énergétique coréenne, est un consortium international, dont la création avait été décidée en 1994 pour permettre un accès pacifique de la Corée du Nord à l'énergie atomique (voir l'article détaillé Armes nucléaires en Corée du Nord).

Le projet, associant les deux Corées, les États-Unis, le Japon et l'Union européenne et d'autre nations, prévoyait la construction de deux réacteurs nucléaires à eau légère en Corée du Nord. Chaque réacteur avait une capacité de 1000 mégawatts.

Les travaux de construction avaient démarré en 1998.

En 2002, Washington a gelé sa participation à cet accord, en accusant Pyongyang de poursuivre un programme clandestion d'enrichissement d'uranium. En novembre 2003, KEDO avait décidé de geler le projet. Dans ce contexte, les membres du conseil d'administration du consortium ont décidé, le 31 mai 2006, de mettre fin à la construction des deux réacteurs, malgré le coût des premiers travaux estimés à 1,5 milliard de dollars.
