Fractional Orbital Bombardment System (FOBS, système de bombardement orbital fractioné) est un programme soviétique de missile balistique intercontinental de 1960 qui, après le lancement, va se placer sur une orbite terrestre basse jusqu'au moment de l'attaque. Il n'y a pas de limite de portée et la cible est impossible à retracer à partir de la trajectoire.
Il a été conçu pour passer par dessus le pôle Sud pour frapper les États-Unis par le sud tandis que les défenses de NORAD sont tournées au nord.
Ce programme d'armement a été interrompu par les accords SALT II et retiré en 1983.
