Evan Nepean est un homme politique britannique et haut fonctionnaire colonial sous le règne de George III, correspondant à la période de la Révolution et de l'Empire en France.
Né en Cornouailles en 1753, mort en 1822, il a successivement occupé les postes suivants :
- 1782 - 1791, sous-secrétaire d'État au "Home Office" (Ministère de l'Intérieur).
- 1794 - 1795, sous-secrétaire d'État à la Guerre,
- 1795 - 1804, secrétaire du Bureau de l'Amirauté,
- 1804 - 1805, secrétaire-en-chef pour l'Irlande,
- 1812 - 1819, gouverneur de Bombay.
Membre du Parlement de 1796 à 1812.
Anobli (baronnet), en 1802 et membre du Conseil Privé du Royaume-Uni en 1804.
