Edward Foley est un personnage fictif des romans de Tom Clancy, appelé plus couramment "Ed".
Ancien journaliste de qualité très moyenne au New York Times, il est employé à la CIA, et a épousé l'une de ses collègues, Mary Patricia Foley, et ami de Jack Ryan.
Avec sa femme et son fils, il a été employé durent plusieurs années à l'ambassade américaine de Moscou dans les années 1980, sans jamais être remarqué par le KGB qui le prenait pour un simple employé sans qualification ni signe particulier. Il n'a été démasqué que lors de l'enquête du colonel Vatunine sur un mystérieux agent russe haut-placé, Le Cardinal.
Il a ensuite gravi tous les échelons de la hiérarchie pour devenir directeur de la CIA dans L'Ours et le Dragon.
