Consul (diplomatie)
Un consul est un diplomate en poste dans un consulat qui remplit essentiellement les tâches suivantes :
- Le consul est chargé de la protection et de l'administration de ses concitoyens dans l'enceinte de sa circonscription consulaire :
- Il est officier d'état civil
- Il délivre les titres d'identités et documents de voyages
- Il gère la délivrance des aides sociales à ses concitoyens
- Il est chargé de l'évacuation de la communauté en cas de danger
- Il apporte un secours à ses concitoyens en difficulté avec les autorités locales.
- Il délivre aussi le cas échéant les visas d'accès au territoire national pour les ressortissants du pays hôte.
Pour la France, les consuls sont des fonctionnaires de catégorie A du ministère des Affaires étrangères (c'est-à-dire des secrétaires ou conseillers des Affaires étrangères).
Un consul honoraire est un citoyen national qui remplit pour son pays certaines tâches consulaires.
- pour la France, les consuls honoraires ne jouissent d'aucun avantage ou rémunération, hormis le prestige de la charge.
