Lancée en 1988 par la première ministre britannique Margaret Thatcher, l'opération Next Steps constitue le cœur de la réforme de l'État au Royaume-Uni. Elle se caractérise par la séparation en entités administratives des fonctions de service public, de l'élaboration des politiques, de leur contrôle et de leur évaluation. Des processus d'agencification (transformation des unités administratives en agences) caractérisent également cette réforme qui est une application du rapport Improving Management in Government : The Next Steps publié en 1987.
