Gray Wolves était un conseiller municipal corrompu de la ville de Chicago qui était en fonction depuis les années 1890 jusqu'aux années 1930.
Le Chicago City Council donnait souvent des franchises à des entreprises privées pour maintenir les services publics. Beaucoup d'entreprises ont soudoyé les conseillers municipaux à attribuer de tels contrats, une pratique connue sous le nom "boodling".
Le scandale de la compagnie Ogden Gas
En 1895, Gray Wolves a accordé une franchise à la Ogden Gas Company (qui n'existait pas) pour forcer le détenteur de la franchise existante à pouvoir acheter les droits d'Ogden pour le gaz.
Des comportements similaires ont abouti à la mise en place de la ligue municipale des électeurs « Electors Municipal League » en 1896 pour mettre les conseillers municipaux véreux hors du conseil.
