François Biltgen, né à Esch-sur-Alzette le 28 septembre 1958, est un homme politique luxembourgeois, appartenant au Parti populaire chrétien social (CSV), dont il a été président de 2003 à 2009.
Il est actuellement ministre du gouvernement Juncker / Asselborn II, formé en 2009, cumulant les portefeuilles de la Justice, de la Fonction publique, de la Recherche, des Télécommunications, et des Cultes. Il est entré au gouvernement en 1999, comme ministre du Travail, ministre des Cultes, et ministre des Relations avec le Parlement. Il abandonne ce dernier portefeuille en 2004, et se voit confier ceux de la Culture, et de la Recherche.
