Paul Bernd Spahn est né le 17 octobre 1939 à Darmstadt. Il étudia l'économie à l'Université Johann Wolfgang Goethe de Francfort, à la Faculté de Droit et des Sciences Economiques de Paris, à l'Universidade do Brasil (maintenant Universidade Federal) de Rio de Janeiro, et à l'Université Libre de Berlin.
Depuis 1980 il est professeur d'université à la Faculté d'Économie de l'Université Johann Wolfgang Goethe, à Francfort-sur-le-Main. Entre 1993 et 1995 il fut conseiller du FMI.
Ses recherches dans le domaine de la fiscalité le conduisirent à proposer un aménagement à la taxe Tobin pour en faire une taxation à deux niveaux.
