John Dugard est un professeur de droit sud-africain qui enseigne aux Pays Bas.
Membre de la Commission de Vérité à la fin du régime d’Apartheid en Afrique du Sud, il a été ensuite nommé comme Rapporteur Spécial pour les Droits de l'Homme en Cisjordanie et dans la bande de Gaza, et dirige une Commission indépendante d’établissement des faits[1]. Ancien militant contre l'Apartheid sud-africain, il établit une comparaison entre cet Apartheid et la situation des Palestiniens des Territoires occupés[2].
Il déclare en avril 2008 : « Le manque de volonté de la part d’Israël de parler au Hamas est compréhensible, compte tenu de l’hostilité du Hamas envers l’Etat d’Israël. Mais il n’y a pas de raison pour que les Nations Unies, par l’intervention du Conseil de sécurité ou du Secrétaire général, n’intervienne pas et ne fasse pas valoir son rôle de médiateur »[3].
Il est membre du comité de parrainage du Tribunal Russell sur la Palestine dont les travaux ont commencé le 4 mars 2009.
