IPNS est un journal « d'information et de débats » consacré principalement au Plateau de Millevaches. Son nom est un « clin d'œil à l'« imprimé par nos soins » que connaissent les associations. »
Son titre est décliné différemment dans chaque numéro : Incompris Par Nos Scrutins, Indispensable Pour Notre Santé, Informons Pour Nos Semblables...
Le journal a une présentation et une écriture très soignées. S'il se positionne très clairement à gauche, il invite au débat. Outre la place importante qu"il consacre à la vie politique et sociale locale, il publie souvent des articles qui traitent de sujets divers comme par exemple l'histoire, l'architecture ou la nature.
