Emerald city (ou Em city) est un des lieux principaux de l'action de la série Oz.
Cette série se déroule dans le pénitencier d'Oswald ou Tim Mac Manus, un visionnaire, crée Em city dans le but d'aider les détenus à se réinsérer plus tard en les faisant prendre part à toutes les tâches de la prison. Ainsi les détenus font la cuisine, le ménage, distribuent le courrier.
Em City ne s'avèrera pas être une réussite puisque, la guerre des différents gangs faisant rage, les morts ne tardent pas à pleuvoir. Son entreprise ne sera couronnée que de peu de réussite et de nombreux échecs. Mais son dévouement pour son projet ne faiblira jamais. Ce conflit est d'ailleurs l'un des thèmes centraux de la série.
Le nom de Emerald City fait référence à la Cité d'Émeraude, capitale du pays d'Oz dans le roman pour enfants Le Magicien d'Oz, de L. Frank Baum.
