Shimotsuma (下妻市, Shimotsuma-shi?) est une ville du Japon située dans la préfecture d'Ibaraki, la ville a été fondée le 1er juin 1954.
En 2010, la population de la ville était estimée à 45 289 habitants pour une superficie de 80,88 km2 et une densité de population de 560 personnes par km2.
En 2006, le village de Chiyokawa a fusionné avec Shimotsuma. La Ligne Joso a une station à Shimotsuma ouverte depuis le 1er novembre 1913[1].
