Leopold Sylvain Horn dit Leo Horn (né le 29 août 1916 à Sittard et mort le 16 septembre 1995) était un arbitre néerlandais de football. Il fut aussi éditorialiste et un manufacturier dans le textile. Il débuta en 1947, puis fut arbitre international en 1950 et arrêta en 1966. Pendant la Seconde Guerre mondiale, il fut ciblé par le régime du fait qu'il était juif. Il rentra dans la résistance. Son frère, Edgar Horn, mourut dans un camp de concentration.
