Le Bureau for International Narcotics and Law Enforcement Affairs (BIL) (Bureau international des stupéfiants et de l'application de la loi[1]) du Département d'État des États-Unis est spécifiquement en charge de la politique anti-stupéfiants menée par Washington. Il est dirigé, en janvier 2011, par William R. Brownfield (en), ex-ambassadeur en Colombie[2], et l'assistant du secrétaire d'Etat aux affaires internationales de stupéfiants, David T. Johnson (en).
Le BIL gère, en collaboration avec la DEA, le FBI et d'autres agences de maintien de l'ordre, le Narcotics Rewards Program (en), créé en 1986 afin d'offrir des primes à ceux qui aident les autorités à arrêter des trafiquants de stupéfiants. Le BIL coordonne également l'initiative de Mérida, accord passé notamment avec le Mexique afin de l'aider, financièrement et stratégiquement, dans la lutte contre le trafic de stupéfiants.
