Bako Sahakian est le président de facto du Haut-Karabagh, une région autonome d'Azerbaïdjan peuplée en majorité d'Arméniens et qui, depuis le gel de la guerre du Haut-Karabagh, est pratiquement indépendante - bien que l'intégrité territoriale de l'Azerbaïdjan reste reconnue par la communauté internationale, et que les liens avec l'Arménie soient très forts.

Bako Sahakian a été élu le 19 juillet, et a pris ses fonctions le 7 septembre 2007, lors d'une cérémonie d'investiture qui s'est tenue à Stepanakert. Le nouveau président a prêté serment et a été béni par l'archevêque Panev au cours de la céromonie d'investiture, à laquelle assistaient le président d'Arménie Robert Kotcharian et son ministre des Affaires étrangères Vardan Oskanian, le précédent président du Haut-Karabagh Arkadi Ghoukassian, et des délégations officielles venues d'Arménie, d'Abkhazie, d'Ossétie du Sud, ainsi que plusieurs personnalités de la diaspora arménienne ou étrangères, telles que la baronnesse britannique Caroline Cox, vice-présidente de la Chambre des Lords.

Dans son discours, Bako Sahakian a insisté sur sa volonté de voir le Haut-Karabagh réuni à la Mère-Patrie, c'est-à-dire l'Arménie.
