Le shugo (守護, shugo?) ou « gouverneur militaire de province » était un fonctionnaire shogunal provincial d'un shōen (荘園, shōen?) pendant les périodes Kamakura et Muromachi au Japon. Ils étaient chargés du maintien de l'ordre et du contrôle des guerriers dans la province qui leur était attribuée. Ils ne possédaient que peu d'autorité et, en cas de situation grave, devaient en référer au bakufu ou au shogun.
