Le baron Pavel Schilling est né en 1780 à Reval (Estonie) et décédé en 1836[1] à Saint-Pétersbourg (Russie). C'était un diplomate d'origine allemande au service de la Russie en Allemagne. Celui-ci inventa un télégraphe électromagnétique composé d'un système à une seule aiguille et d'un code utilisé pour indiquer les caractères.
