Mustafa Pasha est gouverneur d'Alger de 1596 à 1599. Il succède à Khizr Pasha et laisse la place à Dali Hassan Pasha. Il ne peut venir à bout des Kabyles qui, en 1598, ravagent la Mitidja et mettent le siège devant Alger pendant onze jours.
Il est remplacé et emprisonné à Constantinople pour cet échec.
