Peureux et bien moins fiable que son père Liu Bei, Liu Shan (207-271) lui succède néanmoins, en tant qu'Empereur des Shu. Cependant, son esprit faible lui vaut la régence, parfois excessive, de Zhuge Liang, nommé Premier Ministre.
Après la mort du stratège, il est enfin libre de ses mouvements. Aidé par Jiang Wei, il tente d'accomplir le rêve de son père: un monde sous la bannière des Shu. Malheureusement, son esprit faible sera mit en échec lors du siège du château de Baidi, qu'il finira par fuir. Lorsque les Wei lancent un raid contre lui, à Chengdu, il signe immédiatement la reddition du Royaume des Shu.
