Emel Etem Tochkova (en bulgare Емел Етем Тошкова), née le 4 mars 1958 à Isperih, est une femme politique de Bulgarie descendante d'une éthnie Turque avec le mouvement pour les droits et les libertés "movement for rights and freedom" (MRF), le principal parti turc en Bulgare. Elle est actuellement l'adjoint au premier ministre de Bulgarie et le Ministre des catastrophes nationales et des urgences. Son fief est Razgrad.
