Il s'agit d'un centre de recherche fondé en 1988 par Jacques Stern un ancien directeur de la société Bull. L'objectif de cette structure était très ambitieux. Il s'agissait en fait de créer une super-ordinateur européen avec l'aide capitaux français et européens.
