Le Bhoutan est divisé en 20 districts ou dzongkhags :

- Gasa (མགར་ས, /mgarsa/)
- Haa (ཧྭ, /hwa/)
- Lhuntse (ལྷུན་ཙེ, /lhuntse/)
- Mongar (མོང་སྒར, /moŋsgar/)
- Paro (སྤ་རོ, /spáro/
- Pemagatshel (པདྨ་དགའ་ཚལ, /padmadgaʔtsʰal/)
- Punakha (སྤུ་ན་ཁ, /spunakʰa/)
- Samdrup Jongkhar (བསམ་གྲུབ་ལྫོངས་མཁར, /bsamgrub ldʑoŋsmkʰar/)
- Samtse (བསམ་ཙེ, /bsamtse/)
- Sarpang (གསར་སྤང, /gsarspaŋ/)
- Thimphou (ཐིམ་ཕུ, /tʰimpʰu/)

- Trashiyangste (གཡང་ཙེ, /gyaŋtse/)
- Trongsa (ཀྲོང་གསར, /kroŋgsar/)
- Tsirang (ཙི་རང, /tsiraŋ/)
- Wangdue Phodrang (དབང་འདུས་ཕོ་བྲང, /dbaŋʔduspʰobraŋ/)
- Zhemgang (གཞལམ་སྒང, /gʑlamsgaŋ/)
Chaque district est intégré à une zone de développement économique (Dzongdey):
- Ouest regroupant les districts de Chukha, Haa, Paro, Samtse et Thimphou.
- Est regroupant les districts de Lhuntse, Mongar, Pemagatshel, Samdrup Jongkhar, Trashigang et Trashiyangste.
- Centre regroupant les districts de Dagana, Gasa, Punakha, Tsirang et Wangdue Phodrang.
- Sud regroupant les districts de Bumthang, Sarpang, Trongsa et Zhemgang.
Ce regroupement en quatre zones ou dzongleys n'est plus reconnu officiellement.
