Central Board of Film Certification

Le Central Board of Film Certification (ou plus simplement CBFC ou Censor Board) est l'office de régulation et de censure du cinéma indien. Il dépend du Gouvernement indien et est basé à Mumbai. Son examen et son approbation sont nécessaires à la diffusion de tous les films indiens (fictions, documentaires, publicité, etc.) tant dans les salles que sur le petit écran. Son estampille sous forme d'un certificat en forme de tableau blanc rédigé en hindi précède tout film diffusé en Inde (indien ou étranger, peu importe sa langue ou celle de son public), y compris sur les DVD, mentionnant son classement, et donc autorisant tel ou tel public (mais il n'y a aucune mention ou icône sur les affiches ou les DVD).

L'actrice Sharmila Tagore en est l'actuelle présidente, succédant à l'acteur Anupam Kher.

Il existe plusieurs catégories de films :

  • U (Unrestricted Public Exhibition) pour les films familiaux
  • U/A (idem), avec accord parental pour les moins de 12 ans, contenant des scènes ou des paroles équivoques.
  • A (Adult), interdit au moins de 18 ans, contenant des scènes de violence, d'horreur ou de nudité, mais il ne correspond pas au classement X, car la pornographie n'existe pas officiellement en Inde (les blue films sont importés clandestinement). Cette catégorie a en outre été bannie des petits écrans depuis 2006.
  • S (Specialised Audience), rare et réservé à des professionnels, tels les médecins, etc.

D'après la Cour suprême de l'Inde, la censure est une exigence éthique de protection de la population :

« Film censorship becomes necessary because a film motivates thought and action and assures a high degree of attention and retention as compared to the printed word. The combination of act and speech, sight and sound in semi darkness of the theatre with elimination of all distracting ideas will have a strong impact on the minds of the viewers and can affect emotions. Therefore, it has as much potential for evil as it has for good and has an equal potential to instill or cultivate violent or good behaviour. It cannot be equated with other modes of communication. Censorship by prior restraint is, therefore, not only desirable but also necessary »
