Kautilya aurait été le Premier ministre de Chandragupta Maurya. Il avait rédigé à l'intention des souverains Maurya un recueil de règles devant régir leur façon de gouverner. Ces règles indiquaient qu'en cas de succession, le prétendant le plus faible devait utiliser la ruse pour soumettre ses concurrents[réf. nécessaire]. Il préconise aussi la guerre contre les pays étrangers, car ils faisaient de l'ombre à l'empire Maurya[réf. nécessaire].
On assimile généralement Kautilya à Chânakya.
