Joe Chen est née le 4 avril 1979 dans une petite ville de l'île de Taïwan). De son vrai nom Chén Qiáo Ēn (陈乔恩/陳喬恩), elle est à la fois actrice, chanteuse et mannequin. Elle a d'ailleurs fait partie d'un groupe de musique, les 7 flowers (七朵花) où elle était la co-leader. Elle est devenue l'une des célébrités taïwanaises les plus populaires notamment grâce à ses rôles principaux dans des séries télévisées taïwanaises aux côtés de Ethan Ruan, Blue et Sam Wang.
