Chuck Feeney, né le 23 avril 1931 à Elizabeth (New Jersey), aux États-Unis, est un milliardaire et philanthrope irlando-américain.

Il doit sa fortune à la cofondation du Duty Free Shoppers Group (DFS), enseigne très profitable dont les magasins permettent l'achat de biens non affectés de taxes et bénéficient de l'essor du tourisme de masse.

Chuck Feeney s'est fait un devoir de se soustraire autant que possible aux impositions fiscales, créant des holdings dans des paradis fiscaux, enregistrant ses biens au nom de sa femme. Il a assigné sa fortune à la promotion de bonnes causes, a créé une fondation philanthropique à laquelle il a cédé l'essentiel de sa fortune après quoi celle-ci est descendue sous les 5 millions de dollars.

Les bénéficiaires de ses aides sont nombreux et variés. L'université Cornell, dont Chuck Feeney est issu, a reçu la somme de 600 millions de dollars. Il a subventionné les systèmes éducatifs irlandais, sud-africain et australien. Il a aussi soutenu Fidel Castro et l'IRA, ce dernier soutien restant le plus controversé.

Conformément aux exigences de Chuck Feeney, ces donations sont longtemps restées secrètes. Elles n'ont été divulguées qu'au moment de la rédaction d'une biographie parue en 2007.
